Paul J. Navarro, P.E
Professional Engineer

Mr. Navarro is the Principal-in-charge of the Navarro & Wright Project Staff and Senior Civil-Environmental Engineer responsible for quality control and management. He has managed numerous civil engineering related projects from conceptual design and surveying through construction. Mr. Navarro has over nineteen years of experience with design and management of civil engineering projects including streets/roadways, water distribution and treatment facilities, wastewater collection and treatment facilities and land development. He has been directly responsible for design and preparation of drawings and specifications for treatment plants, sewage collection systems and pumping stations, stormwater management facilities, flow-metering facilities, water mains and well supplies. Mr. Navarro is a professional engineer in the states of Pennsylvania, Maryland and New Jersey and has served as primary contact for numerous public, private and institutional clients. Mr. Navarro has performed design and reviews for water distribution systems, sewage collection utilities, stormwater management systems and transportation facilities. He has conducted feasibility studies and prepared cost opinions and has provided construction services. These projects typically require surveying services, utility coordination, permitting and preparation of construction plans and specifications.

Vice President
Charles E. Wright

Mr. Wright is Vice President and Secretary of Navarro & Wright Consulting Engineers, Inc. and has twenty-two years of experience in water, wastewater, stormwater and transportation projects including client contact and project management, design and preparation of contract document specifications and construction inspection for various civil engineering projects. He has been responsible for projects for private, public and commercial clients which include distribution systems, collection systems and pumping stations, metering facilities, water mains, well supplies, steel and concrete water storage facilities, reservoirs, annual water system inspections and follow-up reports, preparation of grant applications, construction and regulatory permits, designs and reviews for commercial and residential developments, various cost analyses, soil testing and preparation of environmental impact studies.

Deborah D. Foust, P.G.
Transportation Department Manager

Ms. Foust is a licensed Professional Geologist in Pennsylvania. She has 23 years of professional geological experience. Ms. Foust has compiled many geotechnical and environmental reports; performed drilling inspections throughout Pennsylvania, New Jersey and South Carolina; administered drilling contracts; and is the primary Drilling Inspector Trainer. She is an approved Level 2 Drilling Inspector in Pennsylvania. In addition, she has trained countless Engineers, Geologists, and other non-professional employees for drilling inspection during the last 11 years. She also has the OSHA 40-hour Hazardous Waste Training Certification.

Robert M. Peda, P.E.
Highway/Bridge Design Group Manager.
Mr. Peda has over 33 years of progressive experience in highway transportation planning, design, construction, maintenance and operations and is responsible for directing the planning and design of the company’s highway, bridge, traffic and related projects. His career included employment with the Pennsylvania Turnpike Commission, PennDOT Engineering District 8-0, and PennDOT Bureaus of Transportation Planning Statistics, Design, Construction & Materials, and Maintenance & Operations. In his positions he achieved industry-wide recognition for his involvement in government, industry and professional organizations including FHWA, AASHTO Sub-Committee on Maintenance, Transportation Research Board, American Council of Engineering Companies/Pennsylvania, Associated Pennsylvania Constructors and numerous other organizations.

Keith McArdle, P.L.S.
Transportation Survey Manager

Mr. McArdle has over 17 years experience in the surveying industry. He is experienced in use of a wide range of surveying equipment from early transit and chains to today’s GPS, RTK and robotic survey equipment and in utilizing AutoCAD based software including Land Development Desktop and other similar drafting and design software. Mr. McArdle’s experience working directly with contractors, builders, and developers brings a wealth of knowledge on numerous types of projects including highway stakeout, state bridges, column steel structures from single story to multiple stories, subdivisions, emergency training facilities, storm and wastewater facilities, fish and boat commission facilities, wetland relocation sites, E&S facilities, state park and recreation facilities, cellular communication facilities, under and above ground utilities.

Alan D. Beauregard, Senior Archaeologist
Cultural Resources Group Manager

Mr. Beauregard has over 24 years of experience participating in and directing archaeological reconnaissance surveys, site examinations and data recoveries in accordance the National Historic Preservation Act and with NEPA requirements. He meets and exceeds the standards of the Secretary of the Interior for both historic and prehistoric archaeology.

Edward B. Smith
Senior Environmental Specialist

Mr. Smith is a Senior Environmental Specialist and has over ten years of experience in this area. Mr. Smith has a background in performing Environmental Site Assessments (ESA) conducting Phase I and II ESA's. He has provided oversight as a Health and Safety Officer on hazardous waste sites, prepared Remedial Investigation Work Plans, Site Safety and Health Plans, Quality Control Plans, and Quality Assurance Project Plans. He is also proficient in preparation of Wetland Identification and Delineation Reports, Categorical Exclusion Evaluations, Environmental Assessments, and Environmental Impact Statements. Mr. Smith has coordinated with Federal, State, and local agencies to identify sensitive resources for protections and areas to exclude from concern. He is also experienced in inspections for environmental and geotechnical drilling for hazardous material sampling and structural design.

William P. Gralski, P.E.
Municipal Division Manager

Mr. Gralski has 28 years experience in the analysis, design and/or supervision of projects involving wastewater and water systems design; roadways; site improvements, soils and wetlands.

Jason D. Gutshall, P.E.
Land Development Division Manager

Mr. Gutshall has over 9 years of experience in residential and commercial subdivision and land development projects, stormwater management design, erosion and sediment control design, NPDES permitting, wastewater collection system design, floodplain studies, pump station design, road design, and PennDOT utility and highway permitting.

Michael G. Berninger, P.L.S.
Project Survey Manager

Mr. Berninger has over 22 years experience in the surveying and engineering industry. His primary responsibilities include conducting plan reviews, directing drafting tasks, and performing manpower estimates for topographic and stake-out surveys.

Brian Huckabee
Project Manager/Office Manager, Towanda Office

Mr. Huckabee has over 27 years experience in the civil engineering field and has managed numerous projects from conceptual design through construction. He has represented engineering firms as the Engineer of Record representative to several municipalities in Pennsylvania as well as performing the role of project representative to private clients in Pennsylvania and Washington. Mr. Huckabee has assisted in the design and reviews for water distribution systems, sewage collection utilities, stormwater management systems and transportation facilities.
