Navarro & Wright is a different type of consulting engineering firm. We work together with our clients to analyze both traditional and innovative alternatives to produce sound yet cost-effective engineering solutions within budgetary requirements. Our professionals are dedicated to providing quality results and managing cost and time controls from the inception of each project.  Meet our key management team below. 

Paul J. Navarro, P.E. — President and CEO

Paul J. Navarro, P.E.Mr. Navarro is Principal-in-Charge and has over 25 years of experience in design and management of civil engineering projects, including streets/ roadways, water distribution and treatment facilities, wastewater collection and treatment facilities, and land development. As co-founder of the company, he oversees the overall strategic operations and development of the company to successfully serve the needs of our clients.  Mr. Navarro is a professional engineer in the states of Pennsylvania, Maryland and New Jersey, and has served as primary contact for numerous public, private and institutional clients. 

Charles E. Wright Sr. Vice President  

Charles E. Wright Mr. Wright, our Senior Vice President, has 27 years of experience in water, wastewater, stormwater and transportation projects, including client contact and project management, design and preparation of contract document specifications and construction inspection for numerous civil engineering projects. Mr. Wright oversees the construction inspection department for contract development, developing policies and procedures, hiring, scheduling and training program for certifications of staff. He is also responsible for the operations of our Northeast Pennsylvania office. 

Deborah D. Foust, P.G. — Transportation Division Manager

Deborah D. Foust, P.G.Ms. Foust brings over 27 years of professional geological experience to Navarro & Wright. She manages the geotechnical, environmental, cultural resources, surveying, testing laboratory and engineering support services within the transportation division. Ms. Foust is also the Regional Manager of our recently opened Delaware office located in Dover, DE. She has vast experience with geotechnical engineering and geo-environmental reports; performed drilling inspections throughout the Mid-Atlantic region; administered drilling contracts; and is our primary drilling inspector trainer. She is an approved Level 2 Drilling Inspector in Pennsylvania and has trained countless engineers, geologists, and other non-professional employees for drilling inspection during the last 11 years. Ms. Foust has also achieved the OSHA 40-hour Hazardous Waste Training Certification.

Robert M. Peda, P.E. Highway/Bridge Design Group Manager

Robert M. Peda, P.E.Mr. Peda has over 33 years of progressive experience in highway transportation planning, design, construction, maintenance and operations and is responsible for directing the planning and design of the company’s highway, bridge, traffic, right-of-way and related projects.  Mr. Peda’s career included employment with the Pennsylvania Turnpike Commission, PennDOT Engineering District 8-0, and PennDOT Bureaus of Transportation Planning Statistics, Design, Construction & Materials, and Maintenance & Operations.  Mr. Peda is a member of the American Society of Civil Engineers, Institute of Transportation Engineers, and the American Society of Highway Engineers. He served in various board positions including President of the American Society of Highway Engineers (Harrisburg Section) and as National Director for ASHE Region 4.

John K. O’Connell Director of Quality Engineering

John K. O’Connell Mr. O'Connell offers 25 years of experience managing a wide range of engineering operations, specializing in environmental and municipal engineering with emphasis in business management, project management, design, and construction of a broad range of complex municipal and private development projects. He provides strong customer service, project quality control and innovative solutions for clients in the municipal and private sectors.  Mr. O'Connell’s extensive experience working with municipalities, municipal authorities, and private entities provides innovative, but cost-effective and practical, solutions to a variety of engineering issues.  Mr. O’Connell’s focus is in water and wastewater engineering, in addition to having performed on countless civil, site, utility and recreation facility projects.

Jeffery M. Lynch Director of Client Services

Jeffery M. LynchMr. Lynch has over 25 years of experience and achievement in the engineering, architecture and building construction industry, including business development, marketing, and preconstruction project management. His educational background includes a M.A. in Corporate Communications from Duquesne University and a B.S. in Engineering Management from York College. He is responsible for strategic marketing operations for the central and northern PA regional, New York and Maryland offices. He is the Membership Chair for the Society for Marketing Professional Services (SMPS) and Chair of the Architect's Committee of the Mid-Atlantic Builder's Exchange.

Jason D. Gutshall, P.E. Site/Civil Infrastructure Manager

Jason D. Gutshall, P.E.Mr. Gutshall has over 10 years of experience in residential and commercial subdivision and land development projects, stormwater management design, erosion and sediment control design, NPDES permitting, wastewater collection system design, floodplain studies, pump station design, road design, and PennDOT utility and highway permitting.  As manager of the Site/Civil Group, he is responsible for overseeing complete project management and delivery services to provide delivery of civil, site, and infrastructure projects for our clients.

Keith E. McArdle, P.L.S. Survey Section Supervisor

Keith E. McArdle, P.L.S. Mr. McArdle has over 21 years of experience in the surveying industry. He has a wide ranging, diverse experience in the field of surveying. Mr. McArdle manages the firm’s CADD staff and field crews and has recently worked on the development of project management systems. Mr. McArdle’s experience in working directly with contractors, builders and developers, on both small and large scale construction projects, provides valuable insight in managing the firm’s vast array of projects.

     

 

Tom Thomas W. Kelly, P.L.S., S.E.O.Tom Thomas W. Kelly, P.L.S., S.E.O. - Western PA Regional Manager, Senior Civil Designer

Mr. Kelly is the Western PA Regional Manager and Senior Civil Designer. He will oversee the efforts of the emerging energy market in this region, including civil engineering designs for natural gas work in the Marcellus Shale and other energy markets. Mr. Kelly has over seventeen years of experience in private land development and survey projects throughout Pennsylvania, Maryland and West Virginia. Mr. Kelly has been instrumental as project manager on numerous Marcellus Shale projects with services ranging from Civil/Site Engineering, Environmental Permitting & Clearances, Water & Wastewater Resources, Soils & Geological Services, Noise & Air Quality Services, Well Pad & Impoundment Design, Gathering Line Design, ROW Acquisition, Land Surveying & Mapping, Wetland Delineation, Archeological Investigation and Construction Inspection Services.

Dillon MarinoDillon Marino – Northern PA Regional Manager, Project Manager

Mr. Marino is the Northern PA Regional Manager and Project Manager at Navarro & Wright. He is an Environmental Specialist with over 7 years of experience specializing in Marcellus Shale related projects, stream assessment and restoration design. Mr. Marino has experienced several aspects of the design process, including field analysis, conceptual design, permitting, cost estimate preparation, construction specification development, construction management, and post construction monitoring. He also has hands-on experience in implementation of environmental construction projects, including installing of both hard and soft stream bank stabilization techniques, field survey/construction stakeout, plant/bioengineering materials, and heavy equipment operation. In conjunction with his stream restoration experience Mr. Marino has extensive experience in Geographic Information Systems. He has conducted cartographic services on a number of stream restoration and other projects.
