Paul J. Navarro, P.E.
President and CEO
Mr. Navarro, President and CEO, founded N&W in 1996 and oversees the overall strategic operations and development of the company to successfully serve the needs of our clients. He has over 35 years of experience in design and management of civil engineering projects, including streets/ roadways, water distribution and treatment facilities, wastewater collection and treatment facilities, and land development. Mr. Navarro is a professional engineer in the states of Pennsylvania, Maryland, Ohio, New York, Virginia, Delaware, New Jersey and Florida and has served as primary contact for numerous public, private and institutional clients. Mr. Navarro is Chair-Elect of American Council of Engineering Companies (ACEC), Land Development Coalition (LDC) and also serves on the LDC Executive Committee and ACEC Coalition Leaders Steering Committee, is a member of the American Society of Civil Engineers (PA-Central Chapter), the Consulting Engineers Council, Pennsylvania Water Environment Association, and is involved with numerous Latino-based community organizations.
John K. O’Connell
Chief Operating Officer
Mr. O’Connell offers 35 years of experience managing a wide range of engineering operations, specializing in environmental and municipal engineering with emphasis in business management, project management, design, and construction of a broad range of complex municipal and private development projects. He provides strong customer service, project quality control and innovative solutions for clients in the municipal and private sectors. Mr. O’Connell’s extensive experience working with municipalities, municipal authorities, and private entities provides innovative, but cost-effective and practical, solutions to a variety of engineering issues. Mr. O’Connell’s focus is in water and wastewater engineering, in addition to having performed on countless civil, site, utility and recreation facility projects.
Robert Blitz
Chief Financial Officer
Mr. Blitz is Chief Financial Officer of Navarro & Wright with 33 years of experience in all aspects of accounting, financial and operations aptitude with a driven focus towards financial objectives. He is a highly accomplished financial executive with a proven track record in building and operating leading-edge companies. Robert will have primary daily responsibilities in the planning, implementation, management, and control of all financial-related activities within our company.
Jill Kathleen Bolt
Director of Business Development
Jill brings over 35 years of progressive business development experience in the AEC industry. She will develop and build key customer relationships, identify and pursue new strategic business opportunities, monitor and analyze current and future market conditions and coordinate with N&W’s executive management, marketing and project managers to further the company’s objectives. Jill was previously Director of Business Development at T.Y. Lin International. She is a member and has held various committee positions in the American Council of Engineering Companies/PA, American Society of Highway Engineers, Women’s Transportation Seminar and March of Dimes.
John Smith, IV, P.E.
Project Manager Officer
Mr. Smith has 41 years of experience in the civil/structural engineering field. This experience includes the design, construction and management of highway and transportation facility projects and site development projects for residential and commercial buildings, as well as industrial steel plants and power generation plants. His engineering responsibilities include technical reports, feasibility reports, geometric design, utility relocation and agreement preparation, staging and maintenance and protection of traffic plans, signing, right-of-way acquisition plans, earthwork, drainage, facilities design, cost estimates, specifications, permitting, construction administration and QA/QC. Mr. Smith received a Bachelor of Engineering – Architectural from Pratt Institute and is a licensed Professional Engineer in Pennsylvania, New Jersey and Virginia.
Thomas J. Imholte, P.E.
Project Manager Officer
Mr. Imholte has 32 years of design and construction experience in the public and private sector markets and has been responsible for geotechnical engineering of numerous highways, bridges and other infrastructure projects. He has worked extensively in the transportation market and has significant experience with design-build projects. Mr. Imholte oversees and manages N&W’s Geotechnical Engineering team, serving our clients throughout the Mid-Atlantic region. Mr. Imholte received a Master of Science in Civil Engineering and Bachelor of Science in Civil Engineering from the New Jersey Institute of Technology. He is a licensed Professional Engineer in Pennsylvania, New Jersey, New York, Illinois, West Virginia, and Indiana. He is a member of American Society of Highway Engineers (ASHE), American Society of Civil Engineers (ASCE), Geo-Institute, Central PA Engineers Week Council. Mr. Imholte was selected by the Central Pennsylvania Engineers Week Council to receive the “2015 Engineer of the Year Award.”
Marco A. Navarro
Strategic Growth Officer
Marco joined the firm in 2018 as Strategic Growth Officer. In his new role he is responsible to lead and collaborate with senior management to assess, evaluate, plan and execute the company’s growth objectives. He will also assist in identifying and evaluating the financial feasibility of prospective business acquisitions and mergers. Marco is charged to increase new client opportunities and expand sales by identifying new markets. He graduated from the University of Pittsburgh with a double major in Finance and Business Information Systems and a minor in Economics, Cum Laude.
